Where Is Governance?

Where is governance?
 when the ministers go hiding
 the Police waits for orders
 the army is helpless
 the citizens rise
 help each other
 rush to the spots
 rescue many more
 build a team as fast
 while the ministers sleep
 while the Chief  Minister
 relaxes in her posh bungalow
 the calamity has scored  a worrisome
 has  washed away a hundreds and thousands
 the governance is not to be found.
